Abstract

Up to 56 percent of people with the most serious mental illnesses have a co-occurring substance use disorder within their lifetime (Regier et al., 1990). Therefore, within specialty mental health and substance use clinical settings, it is the norm rather than the exception to see consumers with co-occurring disorders. Practitioners in the Integrated Treatment program (called integrated treatment specialists) develop integrated treatment plans and treat both serious mental illnesses and substance use disorders so that consumers do not get lost, excluded, or confused going back and forth between different mental health and substance abuse programs.

Steve has over 28 years' experience developing treatment programs for, and working with, numerous clinically complex populations, including individuals with personality disorders, trauma survivors, older adults, juvenile offenders, and County jail inmates.

Mr. Dale Yagiela Dale holds a Master’s Degree in Community Development and Education from the University of Michigan. He was one of the original holders of the State of Michigan’s Apprentice Counselor’s Credential and is a CAADC and a LMSW in the State of Michigan.

Starting in 1971 as Growth Works’ first employee, Dale has recently stepped down as the agency's executive director. The agency is licensed by the State of Michigan and accredited by the Joint Commission for Healthcare Organizations (JCAHO). He continues to function as an advisor and provides counsel to the agency administration, as well as working on special projects.

As the Growth Works Executive Director, Dale has worked in the field of addiction since the early 1980s, developing substance use programming for adolescents and young adults in southeastern Michigan. In 1984, he commenced a highly successful aftercare treatment effort for adolescents returning to the community from hospital based SUD programs. He led the evolution of that endeavor into the area’s only adolescent out-patient SUD program. He was instrumental in Growth Works establishing the WCARE residential adolescent substance use treatment program joint venture with Wolverine Human Services and has coordinated the development of Washtenaw County’s Juvenile Drug Court development and residential services. His organization, Growth Works, is currently providing substance use treatment services to over 200 individuals, ranging in age from 13 to 60, whose drugs of choice run the gambit from alcohol to cannabis, to heroin and prescription pills in five sites throughout Michigan.  The agency’s new recovery coaching initiative which links a major area hospital, the Authority, Wayne County’s federally qualified health clinic and local police and public safety agencies, has served over 500 individuals since its inception.

Along the way, Dale has worked as a clinician in the agency’s treatment programing, working with youth in both residential and out-patient settings and adults in out-patient treatment. He has also developed and led groups for parents with youth with substance use disorders. Over the last decade, he has worked to link trauma informed and specific treatment interventions with substance use treatment and continues to pursue initiatives addressing these elements as co-occurring conditions.

In addition Growth Works is also a major provider of delinquency services in Wayne and Washtenaw Counties, working closely with Circuit Courts in both jurisdictions and many District Courts as well and Wayne and Washtenaw County government.

He has been a presenter at Wayne State University’s Physician Assistants Program for almost a decade and has provided SUD sessions at the Michigan Academy of Physicians Assistants for the past three years. He has performed trainings for the Michigan Association of School Social Workers, and for the Detroit-Wayne Mental Health Authority Virtual Center for Excellence and was a regular presenter for SEMCA when it functioned as the out-Wayne County Substance Abuse Coordinating Agency.
