Evaluation Of Project Helping Hands FY 2008-2010

WSU Project C.A.R.E. conducted Process and Outcome evaluations of Project Helping Hands (PHH). As PHH developed, the evaluation protocol evolved to meet new and ongoing needs of the program. Maturation of the program called for a shift in primary focus from intensive formative process evaluation to outcomes and impact. Many of the process evaluation procedures performed by the evaluation team were integrated into the regular management and improvement protocols; key process variables were collected by PHH staff and entered into its operational databases (NSO ECO and CareNet). Members of the PHH evaluation team continued to supervise evaluation activity and continued to support staff and program development. The evaluation team participated regularly in PHH staff meetings; conducted staff surveys of perceived program operation; provided training as needed or requested; and convened the PHH Policy Group. Most evaluation resources, however, were expended on outcome evaluation to determine the extent to which PHH met its stated objectives to engage the target population in systems of care and recovery, and improve Consumers lives.

From 2008 to 2010, a total of 129 Baseline assessment interviews were conducted with PHH consumers who met eligibility criteria for intensive outreach and short-term case management. Ultimately, it was possible to access 54 of these consumers to conduct six-month, and 44 for twelve-month follow-up interviews. The following progress report presents findings of this outcome evaluation.
